The implementation of the rural revitalization strategy is a major decision and deployment made at the 19th National Congress of the Communist Party of China, a major historical task to win the victory in building a moderately prosperous society in all respects and building a socialist modernized country in all respects, and the overall grasp of the work on agriculture, rural areas, and farmers in the new era. The following opinions are proposed for implementing the rural revitalization strategy.
1、 The Significant Significance of Implementing the Rural Revitalization Strategy in the New Era
In the past five years, grain production capacity has reached a new level, agricultural supply side structural reform has taken new steps, farmers' income has continued to grow, rural livelihoods have been comprehensively improved, decisive progress has been made in poverty alleviation, rural ecological civilization construction has been significantly strengthened, farmers' sense of gain has been significantly improved, and rural society is stable and harmonious. The significant achievements in agricultural and rural development, as well as the rich experience accumulated in the work related to agriculture, rural areas, and farmers, have laid a solid foundation for implementing the rural revitalization strategy.
The issue of agriculture, rural areas, and farmers is a fundamental problem related to the national economy and people's livelihood. Without modernization of agriculture and rural areas, there can be no modernization of the country. Currently, the problem of unbalanced and insufficient development in China is most prominent in rural areas, mainly manifested in the coexistence of temporary oversupply and insufficient supply of agricultural products, and the urgent need to improve the quality of agricultural supply; Farmers lack the ability to adapt to the development of productivity and market competition, and the construction of a new type of professional farmer team urgently needs to be strengthened; There are many outstanding debts in rural infrastructure and livelihood areas, and prominent environmental and ecological problems in rural areas. The overall level of rural development urgently needs to be improved; The national agricultural support system is relatively weak, the task of rural financial reform is heavy, and the mechanism for rational flow of factors between urban and rural areas urgently needs to be improved; There are weak links in grassroots party building in rural areas, and the rural governance system and governance capacity urgently need to be strengthened. The implementation of the rural revitalization strategy is an inevitable requirement to solve the contradiction between the growing needs of the people for a better life and the unbalanced and insufficient development, to achieve the two centenary goals, and to achieve common prosperity for all the people.
In the new era of socialism with Chinese characteristics, rural areas are a vast world with great potential and have ushered in rare opportunities for development. We have the political advantage of the Party's leadership, the institutional advantage of socialism, the creative spirit of billions of farmers, strong economic strength support, a long history of agricultural civilization, and strong market demand. We have the conditions and ability to implement the rural revitalization strategy. We must base ourselves on the national and agricultural conditions, take advantage of the situation, effectively enhance our sense of responsibility, mission, and urgency, mobilize the efforts of the whole Party, the whole country, and the whole society, with greater determination, clearer goals, and stronger measures, to promote the comprehensive upgrading of agriculture, the comprehensive progress of rural areas, and the comprehensive development of farmers, and write a new chapter in the comprehensive revitalization of rural areas in the new era.
2、 Overall requirements for implementing the rural revitalization strategy
(1) Guiding ideology. Accelerate the modernization of rural governance system and governance capacity, accelerate the modernization of agriculture and rural areas, take the path of socialist rural revitalization with Chinese characteristics, make agriculture a promising industry, make farmers an attractive profession, and make rural areas a beautiful home for living and working in peace and contentment.

By 2020, significant progress has been made in rural revitalization, and the institutional framework and policy system have been basically formed. The comprehensive agricultural production capacity has steadily improved, the quality of the agricultural supply system has significantly improved, and the level of integrated development of the primary, secondary, and tertiary industries in rural areas has been further enhanced; The channels for increasing farmers' income have been further expanded, and the gap in living standards between urban and rural residents has continued to narrow; Under the current standards, rural poverty-stricken populations have been lifted out of poverty, and all poverty-stricken counties have been removed, solving regional overall poverty; Deepening the construction of rural infrastructure, significantly improving the living environment in rural areas, and solidly promoting the construction of beautiful and livable rural areas; The level of equalization of basic public services between urban and rural areas has been further improved, and the institutional mechanism for integrated urban-rural development has been preliminarily established; The attractiveness of rural areas to talents is gradually increasing; The rural ecological environment has significantly improved, and the agricultural ecological service capacity has been further enhanced; The construction of rural grassroots organizations with party organizations as the core is further strengthened, and the rural governance system is further improved; Further improve the leadership system and mechanism of the Party's rural work; The ideas and measures for promoting rural revitalization in various regions and departments have been established.
By 2035, decisive progress will be made in rural revitalization, and the modernization of agriculture and rural areas will be basically achieved. The agricultural structure has been fundamentally improved, the quality of employment for farmers has significantly improved, relative poverty has been further alleviated, and solid steps have been taken towards common prosperity; The equalization of basic public services between urban and rural areas has been basically achieved, and the institutional mechanism for integrated urban-rural development has been further improved; Rural customs and civilization have reached a new height, and the rural governance system has become more perfect; The rural ecological environment has fundamentally improved, and beautiful and livable rural areas have been basically achieved.
By 2050, the comprehensive revitalization of rural areas will be achieved, with strong agriculture, beautiful rural areas, and prosperous farmers.
(3) Basic principles
——Adhere to the Party's management of rural work. We will unwaveringly adhere to and strengthen the Party's leadership over rural work, improve the Party's leadership system and mechanism for rural work, and establish Party regulations to ensure that the Party always takes charge of the overall situation and coordinates all parties in rural work, providing strong and powerful political guarantees for rural revitalization.
——We will prioritize the development of agriculture and rural areas. Make the realization of rural revitalization the common will and action of the whole party, achieve unified understanding and consistent pace, give priority to cadre allocation, meet resource allocation requirements, guarantee funding investment, and prioritize public services, and accelerate the filling of the shortcomings in agriculture and rural areas.
——Adhere to the dominant position of farmers. Fully respect the wishes of farmers, effectively play the main role of farmers in rural revitalization, mobilize the enthusiasm, initiative, and creativity of billions of farmers, take safeguarding the fundamental interests of farmers and promoting common prosperity of farmers as the starting point and foothold, promote sustained income growth of farmers, and continuously enhance their sense of gain, happiness, and security.
——Persist in the comprehensive revitalization of rural areas. Accurately grasp the scientific connotation of rural revitalization, explore the various functions and values of rural areas, coordinate the planning of rural economic construction, political construction, cultural construction, social construction, ecological civilization construction, and party building, pay attention to synergy and correlation, deploy as a whole, and promote coordination.
——Adhere to the integrated development of urban and rural areas. Resolutely eliminate the drawbacks of institutional mechanisms, enable the market to play a decisive role in resource allocation, better leverage the role of the government, promote the free flow and equal exchange of urban and rural factors, promote the synchronous development of new industrialization, informatization, urbanization, and agricultural modernization, accelerate the formation of a new type of industrial agricultural urban-rural relationship that promotes mutual promotion, complementarity, comprehensive integration, and common prosperity between industry and agriculture.
——Adhere to the harmonious coexistence between humans and nature. Firmly establish and practice the concept that green mountains and clear waters are invaluable assets, implement the policy of prioritizing conservation, protection, and natural restoration, coordinate the management of mountains, waters, forests, fields, lakes, and grasslands, strictly adhere to the ecological protection red line, and lead rural revitalization with green development.
——Adhere to adapting measures to local conditions and gradual progress. Scientifically grasp the differences and development trends of rural areas, do a good job in top-level design, focus on planning first, highlight key points, implement classified policies, and lead by typical examples. We will do our best and act within our capabilities, without resorting to layered escalation, one size fits all approach, or formalism. We will work hard for a long time and make solid progress.
3、 Improving the quality of agricultural development and cultivating new driving forces for rural development
Rural revitalization and industrial prosperity are the key points. We must adhere to the promotion of agriculture through quality and green development, take the structural reform of the agricultural supply side as the main line, accelerate the construction of a modern agricultural industry system, production system, and management system, improve agricultural innovation, competitiveness, and total factor productivity, and accelerate the transformation from an agricultural power to an agricultural powerhouse.
(1) Consolidate the foundation of agricultural production capacity. Deeply implement the strategy of storing grain in the land and technology, strictly adhere to the red line of arable land, ensure national food security, and firmly hold the Chinese people's rice bowls in their own hands. Fully implement the special protection system for permanent basic farmland, accelerate the delineation and construction of grain production functional zones and important agricultural product production protection zones, and improve support policies. We will promote large-scale rural land consolidation and high standard farmland construction, steadily improve the quality of arable land, strengthen supervision and assessment, and enhance the responsibility of local governments. Strengthen the construction of agricultural water conservancy and improve the ability to resist drought, flood and waterlogging. Implement the national agricultural water-saving action plan, accelerate the construction and modernization of irrigation areas, promote the standard and quality improvement of small-scale agricultural water conservancy facilities, and build a number of major and efficient water-saving irrigation projects. Accelerate the construction of the national agricultural science and technology innovation system, and strengthen the construction of science and technology innovation bases for the entire industry. Deepen the reform of transforming and promoting the application of agricultural scientific and technological achievements. Accelerate the development of modern crop, livestock and poultry, aquatic, and forest seed industries, and enhance independent innovation capabilities. High standard construction of the National South Breeding Base. Promote the transformation and upgrading of China's agricultural machinery and equipment industry, strengthen the joint research and development of scientific research institutions and equipment manufacturing enterprises, further improve the localization level of bulk crop machinery, accelerate the research and development of economic crops, animal husbandry, hilly and mountainous agricultural and forestry machinery, and develop high-end agricultural machinery and equipment manufacturing. Optimize the structure of agricultural practitioners and accelerate the construction of a knowledge-based, skilled, and innovative agricultural management team. Vigorously developing digital agriculture, implementing smart agriculture, forestry, and water conservancy projects, promoting the experimental demonstration of the Internet of Things and the application of remote sensing technology.
(2) Implement the strategy of promoting agriculture through quality. Develop and implement the national strategic plan for promoting agriculture through quality, establish and improve the evaluation system, policy system, work system, and assessment system for promoting agriculture through quality. Deepen the promotion of green, high-quality, distinctive, and branded agriculture, adjust and optimize the layout of agricultural productivity, and promote the shift of agriculture from a focus on increasing production to a focus on improving quality. Strengthen the construction of plant pest and animal disease prevention and control system. Optimize the spatial layout of the breeding industry, vigorously develop green, ecological and healthy breeding, and expand and strengthen the national dairy industry. Coordinate the development of marine fishery resources, scientifically layout near and far sea aquaculture and offshore fisheries, and build modern marine pastures. Establish an agricultural technology innovation alliance that integrates industry, academia, and research, and strengthen the research and application of agricultural green ecology, quality improvement, and efficiency enhancement technologies. Effectively leverage the driving and leading role of agricultural reclamation in promoting quality agriculture. Implement food safety strategy, improve the quality and food safety standard system of agricultural products, strengthen the construction of traceability system for agricultural inputs and agricultural product quality and safety, improve the supervision system for agricultural product quality and food safety, and focus on enhancing grassroots supervision capabilities.
(3) Build a system for the integrated development of primary, secondary, and tertiary industries in rural areas. Vigorously developing various functions of agriculture, extending the industrial chain, enhancing the value chain, and improving the benefit chain, through various forms such as guaranteed dividends, stock cooperation, and profit return, allowing farmers to reasonably share the value-added benefits of the entire industrial chain. Implement actions to enhance the agricultural product processing industry, encourage enterprise mergers and acquisitions, eliminate outdated production capacity, and support on-site processing, transformation, and value-added of agricultural products in major production areas. Focus on solving outstanding problems in agricultural product sales, strengthen the post production classification, packaging and marketing of agricultural products, build a modern cold chain storage and logistics system for agricultural products, create a public service platform for agricultural product sales, support supply and marketing, postal services and various enterprises to extend service outlets to the countryside, improve the stable linkage mechanism of agricultural product production and marketing, vigorously build a comprehensive infrastructure to promote the development of rural e-commerce, encourage and support various market players to innovate and develop a new agricultural industry model based on the Internet, deeply implement the comprehensive demonstration of e-commerce into rural areas, and accelerate the modernization of rural circulation. Implement high-quality projects for leisure agriculture and rural tourism, and build a number of well-equipped and functionally diverse leisure and sightseeing parks, forest homes, health and wellness bases, rural homestays, and characteristic towns. To develop homestays, elderly care and other projects using idle farmhouses, research and formulate management measures to facilitate market access and strengthen in-process and post event supervision in areas such as fire protection and special industry operations. Develop rural sharing economy, creative agriculture, and characteristic cultural industries.
(4) Building a new pattern of agricultural opening-up to the outside world. Optimize resource allocation, focus on cost saving and efficiency improvement, and enhance the international competitiveness of China's agricultural products. Implement the action to enhance the export of characteristic and advantageous agricultural products, and expand the export of high value-added agricultural products. Establish and improve China's agricultural trade policy system. Deepen agricultural trade relations with countries and regions along the "the Belt and Road". Actively support agriculture going global and cultivate large grain merchants and agricultural enterprise groups with international competitiveness. Actively participating in global food security governance and the formulation of agricultural trade rules, promoting the formation of a more fair and reasonable agricultural international trade order. Further increase the comprehensive management of anti smuggling of agricultural products.
(5) Promote the organic connection between small farmers and modern agriculture development. Taking into account the cultivation of new agricultural management entities and support for small farmers, targeted measures will be taken to introduce small-scale agricultural production into the development track of modern agriculture. Cultivate various specialized market-oriented service organizations, promote socialized services throughout agricultural production, and help small farmers save costs and increase efficiency. Develop diversified alliances and collaborations to enhance the organizational level of small farmers. Emphasis should be placed on leveraging the driving role of new agricultural management entities, creating regional public brands, carrying out connections between supermarkets and cooperatives, and helping small farmers connect with the market. Support small farmers to develop ecological agriculture, facility agriculture, experiential agriculture, and customized agriculture, improve product quality and added value, and expand income growth opportunities. Improve the production facilities and conditions of small farmers, and enhance their ability to resist risks. Research and formulate policy recommendations to support small-scale agricultural production.
4、 Promote green development in rural areas and create a new pattern of harmonious coexistence between humans and nature
The key to rural revitalization is ecological livability. A good ecological environment is the greatest advantage and valuable asset of rural areas. We must respect, conform to, and protect nature, promote the accelerated appreciation of rural natural capital, and achieve the unity of people's wealth and ecological beauty.
(1) Coordinate the management of mountains, waters, forests, fields, lakes, and grasslands. Treat mountains, waters, forests, fields, lakes, and grasses as a community of life, and carry out unified protection and restoration. Implement important ecosystem protection and restoration projects. Establish a sound system for the recuperation and rehabilitation of farmland, grasslands, forests, rivers, and lakes, and classify and orderly withdraw from overloaded marginal production capacity. Expand the pilot program of crop rotation and fallow land system. Scientifically delineate restricted and prohibited fishing areas in rivers, lakes, and seas, and improve the system of aquatic ecological protection and restoration. Implement a dual control action on total water consumption and intensity. Intensify the comprehensive reform of agricultural water prices. Carry out land greening actions and promote comprehensive management of desertification, rocky desertification, and soil erosion. Strengthen wetland protection and restoration, and continue to carry out the restoration of farmland to wetlands. Improve the natural forest protection system and include all natural forests in the protection scope. Expand the conversion of farmland to forests and grasslands, and establish a long-term mechanism for consolidating achievements. We will continue to implement key forestry projects such as the construction of the Three-North Shelterbelt Program system, and implement the project to precisely improve forest quality. Continue to implement the policy of subsidies and rewards for grassland ecological protection. Implement major projects for biodiversity conservation to effectively prevent the invasion of alien species.
(2) Strengthen the comprehensive governance of prominent environmental issues in rural areas. Strengthen the prevention and control of agricultural non-point source pollution, carry out agricultural green development actions, achieve input reduction, clean production, waste resource utilization, and ecological industrial models. Promote the replacement of chemical fertilizers with organic fertilizers, treatment of livestock and poultry manure, comprehensive utilization of crop straw, recycling of waste agricultural film, and green prevention and control of pests and diseases. Strengthen the governance of rural water environment and the protection of rural drinking water sources, and implement the construction of rural ecological clean small watersheds. Expand the comprehensive management scope of overexploited groundwater in North China. Promote the prevention and control of heavy metal pollution in cultivated land, carry out pilot projects for soil pollution control and remediation technology, and increase efforts to protect black soil in Northeast China. Implement comprehensive management of watershed environment and nearshore waters. It is strictly prohibited to transfer industrial and urban pollution to agriculture and rural areas. Strengthen the construction of rural environmental supervision capacity and implement the main responsibility of rural environmental protection at the county and township levels.
(3) Establish a market-oriented and diversified ecological compensation mechanism. Implement the system of agricultural functional zones, increase the transfer payments to key ecological functional zones, and improve the incentive and constraint mechanism linking ecological protection effectiveness with fund allocation. Encourage local governments to implement the redemption system for commercial forests in key ecological areas. Establish a horizontal ecological protection compensation mechanism between regions and upstream and downstream river basins, and explore the establishment of market-oriented compensation systems for ecological product purchases and forest carbon sinks. Establish a compensation system for fishing bans in key water areas of the Yangtze River Basin. Promote the practice of substituting work for relief in ecological construction and protection, and provide more ecological public welfare positions.
(4) Increase the supply of agricultural ecological products and services. Properly handling the relationship between development and protection, utilizing modern technology and management methods, transforming rural ecological advantages into advantages for developing ecological economy, providing more and better green ecological products and services, and promoting a virtuous cycle of ecology and economy. Accelerate the development of industries such as forest and grassland tourism, river and lake wetland sightseeing, ice and snow sea sports, and wildlife domestication and viewing, actively develop services such as sightseeing agriculture, recreation and leisure, health preservation, and ecological education. Create a group of characteristic ecological tourism demonstration villages and boutique routes, and build a green and environmentally friendly rural ecological tourism industry chain.
5、 Prosperous and thriving rural culture, radiating a new atmosphere of rural culture and civilization
Rural revitalization and civilized rural culture are guarantees. We must adhere to the combination of material civilization and spiritual civilization, enhance the spiritual outlook of farmers, cultivate civilized rural customs, good family traditions, and simple folk customs, and continuously improve the level of rural social civilization.
(1) Strengthen the ideological and moral construction in rural areas. Guided by the core socialist values, we adhere to the three pronged approach of education guidance, practical cultivation, and institutional guarantee, adopt effective methods that are in line with the characteristics of rural areas, deepen the propaganda and education of socialism with Chinese characteristics and the Chinese Dream, and vigorously promote the national spirit and the spirit of the times. Strengthen education on patriotism, collectivism, and socialism, deepen education on national unity and progress, and strengthen the construction of ideological and cultural strongholds in rural areas. Deepen the implementation of the Citizen Moral Construction Project, tap into traditional moral education resources in rural areas, and promote the construction of social morality, professional ethics, family virtues, and personal character. Promote the construction of integrity, strengthen farmers' awareness of social responsibility, rules, collective consciousness, and ownership.
(2) Inherit, develop and enhance excellent traditional culture in rural areas. Based on rural civilization, drawing on the excellent achievements of urban civilization and foreign culture, while protecting and inheriting, creatively transforming and innovatively developing, constantly endowing the era with connotation and enriching forms of expression. Effectively protect excellent agricultural cultural heritage and promote the rational and moderate utilization of excellent agricultural cultural heritage. Deeply explore the excellent ideological concepts, humanistic spirit, and moral norms contained in agricultural culture, and fully play its important role in uniting people's hearts, educating the masses, and purifying folk customs. Define the historical and cultural protection line for rural construction, and protect cultural relics, traditional villages, ethnic villages, traditional architecture, agricultural relics, and irrigation engineering heritage. Support the inheritance and development of excellent traditional Chinese opera and folk culture in rural areas.
(3) Strengthen the construction of rural public culture. According to the requirements of standards, networks, content, and talent, we will improve the rural public cultural service system. Give full play to the radiating role of county-level public cultural institutions, promote the construction of comprehensive cultural service centers at the grassroots level, achieve full coverage of public cultural services at both the rural and village levels, and improve service efficiency. Deepening the promotion of cultural benefits for the people, public cultural resources should focus on rural areas and provide more and better rural public cultural products and services. Support the creation and production of literary and artistic works on the theme of agriculture, rural areas, and farmers, encourage literary and artistic workers to continuously produce excellent literary and artistic works that reflect the production and life of farmers, especially the practice of rural revitalization, and fully demonstrate the spiritual outlook of rural farmers in the new era. Cultivate and excavate local cultural talents, carry out cultural pairing assistance, and guide people from all walks of life to participate in rural cultural construction. Revitalize and prosper the rural cultural market, enrich rural cultural formats, and strengthen the supervision of the rural cultural market.
(4) Carry out a campaign to change customs and traditions. Widely carry out mass spiritual civilization creation activities such as civilized villages and towns, star rated civilized households, and civilized families. To curb outdated customs such as excessive extravagance, lavish funerals, and favoritism. Strengthen the promotion and education of atheism, enrich the spiritual and cultural life of farmers, and resist feudal superstitious activities. Deepen rural funeral reform. Strengthen rural science popularization work and improve farmers' scientific and cultural literacy.
6、 Strengthening grassroots basic work in rural areas and building a new system of rural governance
Effective governance is the foundation for rural revitalization. We must take consolidating the grassroots foundation as a fundamental strategy, establish and improve a modern rural social governance system with party committee leadership, government responsibility, social coordination, public participation, and legal guarantee, adhere to the combination of autonomy, rule of law, and moral governance, and ensure that rural society is full of vitality, harmonious, and orderly.
(1) Strengthen the construction of grassroots party organizations in rural areas. Solidly promote the promotion of party building and rural revitalization, highlight political functions, enhance organizational strength, promote rural areas and villages, and build rural grassroots party organizations into strong fortresses for combat. Strengthen the core leadership position of grassroots party organizations in rural areas, innovate organizational settings and activity methods, continuously rectify weak and lax village party organizations, steadily and orderly carry out the disposal of unqualified party members, and focus on guiding rural party members to play a pioneering and exemplary role. Establish a long-term mechanism for selecting and appointing the first secretary, and comprehensively dispatch the first secretary to party organizations in poverty-stricken villages, weak and scattered villages, and villages with weak collective economy. Implement an overall optimization and improvement action for the rural leadership team, focusing on attracting college graduates, migrant workers, and outstanding party members and cadres from government agencies, enterprises, and institutions to serve in villages, and selecting and strengthening village party organization secretaries. Establish a sound system for selecting township leaders from outstanding village party organization secretaries, recruiting township government officials, and recruiting personnel for township institutions. Fully implement the policy of guaranteeing operational funds for village level organizations. Promote the system of village level small and micro power list, and increase the punishment for corruption in grassroots small and micro power. (2) Deepen the practice of village self governance. Adhere to autonomy as the foundation, strengthen the construction of rural mass autonomous organizations, and improve and innovate the dynamic village self governance mechanism led by village party organizations. Promote the village party organization secretary to be elected as the village committee director. Give full play to the positive role of autonomous regulations and village rules and agreements. Establish and improve the village affairs supervision committee comprehensively, and promote the Sunshine Project for village affairs. By relying on village meetings, village representative meetings, village councils, village supervisory boards, etc., a multi-level grassroots negotiation pattern of civil civil deliberation, civil private governance, and civil civil management has been formed. Promote the reform of the provincial federation of rural credit cooperatives, maintain the overall stability of the status and number of county-level legal persons of rural credit cooperatives, improve the admission conditions for rural banks, and ensure that local legal person financial institutions serve rural revitalization well. The focus of inclusive finance should be on rural areas. Promote the introduction of regulations on non deposit lending organizations. Develop assessment and evaluation methods for financial institutions' services to rural revitalization. Support eligible agricultural enterprises to go public, list on the New Third Board, and engage in financing, mergers and acquisitions, deepen the construction of the agricultural futures and options market, steadily expand the pilot program of "insurance+futures", and explore the pilot program of "order agriculture+insurance+futures (rights)". Improve the differentiated regulatory system for rural finance and strengthen the responsibility of local governments in preventing and handling financial risks.
12、 Adhere to and improve the Party's leadership over the work related to agriculture, rural areas, and farmers
The implementation of the rural revitalization strategy is a major decision and deployment of the Party and the state. Party committees and governments at all levels should enhance their understanding of the significance of implementing the rural revitalization strategy, truly prioritize its implementation, and implement the requirements of the Party's management of rural work.
(1) Improve the leadership system and mechanism of the Party's rural work. Party committees and governments at all levels should adhere to the principle of prioritizing the development of industry and agriculture, as well as urban and rural areas, and embody the principle of prioritizing the development of agriculture and rural areas in all aspects. Establish a rural work leadership system with unified leadership by the Party committee, government responsibility, and overall coordination by the Party committee's rural work departments. Establish a leadership responsibility system for implementing the rural revitalization strategy, and implement a work mechanism where the central government coordinates, provinces take overall responsibility, and cities and counties implement it. The top leaders of the party and government are the first responsible persons, and the fifth level secretaries are responsible for rural revitalization. The county party secretary should make great efforts to do a good job in the work of agriculture, rural areas, and farmers, and be the "front-line commander-in-chief" of rural revitalization. Each department should strengthen work guidance, enhance resource element support and institutional supply according to their responsibilities, coordinate and cooperate well, and form a joint force for rural revitalization work. We will conscientiously strengthen the construction of rural work departments of Party committees at all levels, do a good job in setting up the Party's rural work institutions and staffing in accordance with the relevant provisions of the Regulations of the Working Organs of the CPC (for trial implementation), and give full play to the functions of decision-making staff, overall coordination, policy guidance, promotion of implementation, supervision and inspection. The party committees and governments of each province (autonomous region, municipality directly under the central government) shall report annually to the Party Central Committee and the State Council on the progress of promoting the implementation of the rural revitalization strategy. Establish a performance evaluation system for city and county party and government leadership teams and leading cadres to promote the rural revitalization strategy, and use the evaluation results as an important basis for selecting and appointing leading cadres.
(2) To study and formulate regulations of the CPC on rural work. In accordance with the requirements of adhering to the leadership of the Party in all work and the new situation, new tasks and new requirements of the new era of "three rural" work, the CPC regulations on rural work have been studied and formulated to determine the traditions, requirements, policies, etc. of the Party's leadership in rural work in the form of intra party laws and regulations, clarify and strengthen the guiding ideology, principles, requirements, scope and objects of work, main tasks, institutional responsibilities, team building, improve the leadership system and working mechanism, and ensure the effective implementation of the rural revitalization strategy.
(3) Strengthen the construction of the work team for agriculture, rural areas, and farmers. Taking understanding agriculture, loving rural areas, and loving farmers as basic requirements, we will strengthen the training, allocation, management, and utilization of cadres in the work of agriculture, rural areas, and farmers. The main leading cadres of party committees and governments at all levels should understand the work related to agriculture, rural areas, and farmers, and be able to grasp the work related to agriculture, rural areas, and farmers. The leaders in charge should truly become experts in the work related to agriculture, rural areas, and farmers. Develop and implement training plans to comprehensively enhance the capabilities and levels of the "agriculture, rural areas, and farmers" cadre team. Expand the channels for county-level "agriculture, rural areas, and farmers" work departments and township cadres. Taking frontline work and training in rural areas as an important way to cultivate cadres, emphasizing the promotion and use of outstanding cadres, and forming a talent flow orientation towards rural grassroots frontline.
(4) Strengthen the guidance of rural revitalization planning. Formulate the National Rural Revitalization Strategy Plan (2018-2022), clarify the goals and tasks for the comprehensive construction of a moderately prosperous society by 2020 and the convening of the 20th National Congress of the Communist Party of China in 2022, refine and implement work priorities and policy measures, and deploy several major projects, plans, and actions. Each region and department should formulate local plans and special plans or schemes for rural revitalization. Strengthen the overall management and systematic connection of various plans, and form a planning system that integrates urban and rural areas, regions, and multiple regulations. According to the current development status and needs, promote rural revitalization in an orderly manner. For villages that meet the conditions, accelerate the extension of urban infrastructure and public services to rural areas; For villages rich in natural, historical, and cultural resources, it is necessary to balance protection and development; For villages with harsh living conditions and fragile ecological environments, efforts should be made to implement ecological migration and relocation.
(5) Strengthen the legal guarantee for rural revitalization. Urgently study and formulate the relevant work of the Rural Revitalization Law, legalize effective rural revitalization policies, and fully play the role of legislation in safeguarding and promoting rural revitalization. Timely modify and abolish laws and regulations that are not applicable. Promote legislation for ensuring food security. Each region can formulate local regulations and government rules to promote rural revitalization based on the actual needs of local rural development. Strengthen rural statistical work and data development and application.
(6) Create a favorable atmosphere for rural revitalization. Consolidate the strong joint force of the whole Party, the whole country, and the whole society to revitalize rural areas, promote the Party's rural revitalization policies and rich practices in various regions, and inspire the spirit of grassroots cadres and the masses. Establish an expert decision-making consultation system for rural revitalization and organize think tanks to strengthen theoretical research. Promote international exchanges and cooperation in rural revitalization, tell the Chinese story of rural revitalization well, and contribute Chinese wisdom and solutions to the world.
